Terms & Conditions

You will have to agree to the following Eligibility Criteria, Terms, and Conditions:

  1. The property has a functioning on-site wastewater treatment system (septic system) permitted by the Alabama Department of Public Health.
  2. I, as the property owner or the owner’s authorized representative, desire to decommission my septic system and connect to Gulf Shore Utilities Sewer per all authorities having jurisdiction. This work requires appropriate decommissioning of my septic tank and permanently connecting it to the public sewer.
  3. I will decommission my existing septic tank by pumping it out utilizing an AOWB-approved pumper and filling the voids with sand following Alabama Onsite Wastewater Board (AOWB) rules.
  4. I understand reimbursable expenses include the reasonable cost of work directly associated with connecting to the public sewer system. Specifically, these costs include permit fees, engineering, construction, and proper septic tank abandonment with verifiable receipts. No work will be eligible for the opportunity unless approved in advance.
  5. I will allow the City or its authorized representatives entry onto the private property at reasonable times to enable inspection of the sewer system.
  6. I will maintain a connection to the public sewer, maintain any equipment installed on private property, and release the City from any liability or future responsibility for work performed as part of this opportunity.  
  7. I acknowledge that improvements made to the property are done with federal funds provided under grant award GNSSP21AL00## from the Gulf Coast Ecosystem Restoration Council to the Alabama Department of Conservation and Natural Resources for water quality improvement.
  8. I am responsible for agreements with and payments to/for qualified vendors, all permits, fees, and inspections. 
  9. I will provide the Program managers with documents, receipts, permits, reports, photos, permit completion documents, and access to inspections verifying Program requirements.
  10. I understand that if, after being pre-approved, the work is permitted and completed within the time required, the City will reimburse me for actual, reasonable costs of completing appropriate work in an amount up to six thousand five hundred dollars ($6,500). 
  11. I will complete the work and apply for reimbursement within six months of receiving approval AND before May 29, 2026, whichever is earlier.
